2. Basic Concepts

The following terms are used in this Privacy Policy:

2.1. Website Administration means authorized employees responsible for managing the website, acting on behalf of All Russia, who organize and carry out the processing of personal data.

2.2. Personal Data means any information relating directly or indirectly to a specifically identified or identifiable individual (personal data subject).

2.3. Processing of Personal Data means any action or set of actions performed with or without the use of automation means involving personal data.

Personal Data Operator means an individual (founder) who, independently or jointly with others, organizes and or carries out the processing of personal data, determines the purposes of processing, the composition of personal data to be processed, and the actions (operations) performed with personal data.

2.8. Provision of Personal Data of the Personal Data Subject means actions aimed at disclosing personal data to a specific person or specific group of persons.

2.9. Personal Data Subject means the individual to whom the personal data relates.

2.10. Cookies means a small piece of data sent by a web server and stored on the User's computer within the cookie files used by their browser.

3. Subject Matter of the Privacy Policy

3.1. This Privacy Policy establishes the obligations of the Personal Data Operator to maintain confidentiality and ensure the protection of personal data that the User (Personal Data Subject) voluntarily provides when using the website allrussia.info, in accordance with Federal Law №152-ФЗ «О персональных данных».

3.2. Personal data permitted for processing under this Privacy Policy is provided by the User by filling out feedback forms, registering, subscribing to newsletters, or otherwise interacting with the website. Processing is carried out with the User's consent or on other legal grounds (Article 6 of Federal Law No. 152-FZ of July 27, 2006 "On Personal Data").

5.1. The Operator processes the User's personal data for the following purposes in accordance with Article 6 of Federal Law No. 152-FZ:

6. 6. Methods and Terms of Processing Personal Information

6.1. Methods and terms of processing personal data

Processing includes collection, recording, systematization, storage, destruction (Article 3 of Federal Law No. 152-ФЗ), and is carried out by automated means as well as manually. The protection level is set at Security Level 2 (Decree of the Government of the Russian Federation No. 1119). Personal data is localized in the Russian Federation.

Personal data from feedback forms is stored for no more than 3 years from the date of last interaction or until consent is withdrawn.

IP addresses and technical data — no more than 12 months.

Upon expiration of these periods, personal data is destroyed or anonymized.

Early destruction upon the User\'s request sent to the email address allrussia.info@gmail.com within 10 business days (maximum 30 days, Article 21 of Federal Law No. 152-FZ).

6.2. Conditions for Transfer of Personal Data to Third Parties

Transfer is carried out only with the User\'s consent or on other legal grounds (Articles 6 and 10 of Federal Law No. 152-FZ):

for the provision of services (e.g., hosting, Yandex.Metrica — registered with Roskomnadzor);

to courier services if necessary (with prior notice);

to authorized bodies as required by law.

The Operator does not transfer personal data for other purposes without consent. Cross-border transfer is excluded.

6.3. Transfer of Personal Data to Authorized State Authorities — only on the grounds and in accordance with the procedure established by the legislation of the Russian Federation (Article 13 of Federal Law No. 152-FZ).

7. Cross-Border Transfer of Personal Data

7.1. The Operator does not carry out cross-border transfer of personal data. All services (hosting, analytics) are located on the territory of the Russian Federation, ensuring the localization of personal data (Article 18 of Federal Law No. 152-FZ).

7.2. Web analytics services used:

Yandex.Metrica (YANDEX LLC, INN 7736207457, Russia, 119021, Moscow, 16 Leo Tolstoy Street; registered in the Roskomnadzor registry).

Collects: IP address, OS/browser, device characteristics, cookies, JavaScript, screen resolution, language, time spent on the site, actions, geodata (anonymized).

Purpose: visit statistics. Storage — on servers located in the Russian Federation.

7.3. Opting out of data collection: disable cookies in your browser or use https://yandex.ru/support/metrika/general/opt-out.html  

7.4. In the event of plans for cross-border transfer, the Operator shall ensure adequate protection of the rights of personal data subjects in accordance with Article 12 of Federal Law No. 152-FZ and the requirements of the Council of Europe Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data.

8. Obligations of the Parties

8.1. The User is obliged to:

8.1.1. Provide accurate personal data necessary for using the site.

8.1.2. Update or clarify the provided data if it changes upon the Operator\'s request (Article 18.5 of Federal Law No. 152-FZ).

8.2. The Site Administration is obliged to:

8.2.1. Process personal data solely for the purposes set forth in Section 5 of this Privacy Policy.

8.2.2. Ensure the confidentiality of personal data and not disclose it to third parties without the User\'s consent or on other legal grounds (clause 6.2).

- Upon request of authorized state authorities.

- In cases provided for by the legislation of the Russian Federation.

8.2.3. The Operator applies the following personal data protection measures:

- encryption of data during transmission (HTTPS protocol);

- differentiation of access rights to information resources;

- compliance with the requirements of Article 19 of Federal Law No. 152-FZ and Decree No. 1119 regarding protection level Security Level 2.

8.2.4. Failure by the Operator to comply with its obligations regarding the processing and protection of personal data shall entail liability in accordance with the legislation of the Russian Federation.

9. Liability of the Parties

9.1. The Operator shall be liable for non-performance or improper performance of its obligations regarding the processing and protection of personal data in accordance with the applicable legislation of the Russian Federation:

Administrative liability — in accordance with Article 13.11 of the Code of the Russian Federation on Administrative Offenses (CAO RF).

Civil liability — in accordance with the Civil Code of the Russian Federation (compensation for damages and compensation for moral harm).

Criminal liability — in cases provided for by the legislation of the Russian Federation (for example, Article 137 of the Criminal Code of the Russian Federation for illegal collection or dissemination of information about a person\'s private life).

Except for the cases provided for in clause 9.2.

9.2. The Operator shall not be liable for the loss or disclosure of personal data if such data:

9.2.1. Became publicly available prior to the incident (Article 11 of Federal Law No. 152-FZ).

9.2.2. Were lawfully obtained from third parties.

9.2.3. Were disclosed with the written consent of the Data Subject.

9.3. User\'s Liability:

The User is responsible for the accuracy of the personal data provided and undertakes to promptly notify the Operator of any changes to such data. 

9.4. Rights of the Personal Data Subject:

9.4.1To receive information regarding the processing of his or her personal data, including the purposes and methods of such processing.

9.4.2. To request the rectification, blocking, or destruction of his or her personal data if such data is incomplete, outdated, inaccurate, or lacks legal grounds for processing.

9.4.3. To withdraw his or her consent to the processing of personal data in the manner established by this Privacy Policy (clause 6.1).

9.4.4.To appeal the actions or inaction of the Operator to the authorized body for the protection of the rights of personal data subjects (Roskomnadzor) or in court.

9.5. Procedure for Exercising the Rights of the Personal Data Subject:

Requests related to the exercise of the rights of the personal data subject shall be sent to the email addresses info@allrussia.info and allrussia.info@gmail.com with the subject line \"Request to Exercise the Rights of the Personal Data Subject\". The response time shall be 10 business days from the date of receipt of the request.

10. Dispute Resolution

10.1. All disputes arising between the Personal Data Subject and the Operator in connection with the processing of personal data shall be resolved in accordance with the legislation of the Russian Federation. The Personal Data Subject has the right to send a written claim to the Operator before filing a lawsuit. Sending a claim is not a mandatory condition for filing a lawsuit, but is recommended for pre-trial resolution of disagreements (Article 17 of Federal Law No. 152-FZ of July 27, 2006 "On Personal Data").

10.2. The claim shall be sent by the Data Subject to the Operator's email address allrussia.info@gmail.com. The Operator shall review the claim within 10 (ten) business days from the date of receipt of the request, but no more than 30 (thirty) calendar days, after which the Operator shall notify the Data Subject in writing of the results of the review.

10.3. If no agreement is reached, the dispute shall be submitted to court in the manner prescribed by the civil procedural legislation of the Russian Federation. In accordance with Article 17 of Federal Law No. 152-FZ and Part 6.1 of Article 29 of the Civil Procedure Code of the Russian Federation, a claim for the protection of the rights of a personal data subject, including claims for damages and compensation for moral harm, may be brought at the plaintiff's option:

- to the court at the location of the Operator (Moscow);

- or to the court at the plaintiff's place of residence or place of stay.

11. Additional Terms

11.1. The Operator has the right to make changes to this Privacy Policy without the prior consent of the User in the following cases:

to bring the Policy into compliance with the requirements of updated Russian legislation on personal data;

- when changing the functionality of the site or the services used by the Operator.

11.2. The new version of the Policy comes into force from the moment it is published on the website allrussia.info. Users are notified of changes by posting the updated version of the Policy on the Website. Continued use of the Website after the changes are published constitutes the User's consent to the new version.

11.3. Suggestions or questions regarding this Privacy Policy should be sent to the email address allrussia.info@gmail.com or through the feedback form on the Site. A response to the request will be sent within 10 (ten) business days.
